From advisory work to lasting sector change
The value of advisory work often becomes visible years later. These examples connect the original contribution with subsequent legislation, programmes or investment. Outcomes reflect the work of governments, financiers and many sector partners; they are not attributed to one adviser alone.
ENPASA 2030 national strategy
Led preparation of the government-owned National Strategy for Water and Environmental Sanitation, including a costed multi-annual roadmap covering institutional reform, sanitation, solid waste, landfill development and local service providers.
What followed: ENPASA became the basis for the NDICI–Global Europe follow-on assignment FWC SEA-2023-36358, preparing a pre-feasibility study for an integrated solid-waste management system and sanitary landfill. The strategy moved from policy document to an active investment-development instrument.
Rural water and sanitation investment
Led a €22 million programme - €18 million investment and €4 million technical assistance - across six counties. Work included investment review, utility development, digital monitoring and coordination with complementary KfW, DANIDA and World Bank programmes.
What followed: Thirty local water utilities and service providers received management and technical strengthening, including metering, mobile payment and performance monitoring. The assignment supported WSTF’s evolution as a coordinated financing platform and helped local operators improve commercial and operational performance.
Policy, institutional and regulatory reform
Reviewed the water and sanitation policy, institutional and regulatory framework, with particular attention to regulatory independence, financial sustainability, private-sector participation and climate resilience.
What followed: The reform process contributed to the transition from the 1991 Water Law to Mozambique’s Water and Sanitation Law No. 9/2024. The new framework gives sanitation and private service provision a clearer place in sector governance and future investment.
Urban sanitation modernisation
Led institutional modernisation support for Maputo, Beira, Nampula, Quelimane and Tete, including corporatised municipal sanitation utilities, tariffs, operational systems and formal engagement of private faecal-sludge service providers.
What followed: The work supports implementation of the World Bank Mozambique Urban Sanitation Project P161777 and investment planning for wastewater treatment in Maputo and Quelimane and the EU-AFD rehabilitation package in Beira. In Beira, commercial operators were positioned to invest in equipment and provide paid emptying and transport services.
National water and sanitation reform
Led technical assistance to establish ANAS, strengthen regulation and monitoring, and help utilities and sanitation providers prepare technically and financially credible proposals.
What followed: Government adoption of the reform enabled approval of the MCC Water, Sanitation and Hygiene investment portfolio of approximately USD 40 million, supported by about USD 5 million in technical assistance, and created the institutional basis for subsequent partner investment, including sector support involving LuxDev.
Coastal resilience investment preparation
Supporting GCF Project Preparation Facility PPF073, including climate-resilient water-supply options, saline-intrusion risk, implementation planning and coordination across government, development partners and specialist teams.
Investment value: The proposed GCF programme targets approximately €50–75 million in grant and co-financing. The work identifies complementary EU Global Gateway, Dutch, KfW and AFD interests so that GCF finance can help leverage a wider and coordinated investment pipeline.
